Indian Overseas Bank charged a transaction fee of Rs. 43.2

Indian Overseas Bank charged a transaction fee of Rs. 43.24 on a transaction of Rs. 1,500/- through debit card at Merchant POS. This amounts to almost 3% of the transaction. 
1. Are we still hopeful of encouraging Digital payments and if we have to spend extra money then after all why should we use the system
2. Is 3% transaction fee for transactions through debit cards a fair business or unfair business. 
3. Are we aheading towards mafia type of business system.
4. What is the difference between swiping a debit card at ATM or at POS.
5. The silence of Reserve Bank of India on its own advise to the Banks in September 2013
